The City of Santa Clarita recently received the results of a forensic audit which was commissioned by the City Attorney immediately following information from the Sheriff’s Department that a City employee allegedly embezzled funds from the City. (Click here for audit report)
KPMG was retained by the City Attorney to complete a forensic audit in May. The forensic audit process included reviewing documents and analyzing data, as well as interviewing City staff.
The City has already implemented new controls to strengthen internal procedures. The audit provided the City with several recommendations which the City will also implement.
No evidence was discovered regarding other City employees being involved in the alleged criminal action. One employee, David Rubira, was terminated by the City as a result of the Sheriff’s investigation. The Los Angeles County Sheriff’s Department is the lead agency for the criminal investigation, which is ongoing.
